BA degree of Deputy Speaker Isidore Fernandes’s son is from a fake university: Goa University

The Registrar of the Goa University Prof Y.V. Reddy has informed the North Goa Collector that the BA degree from the Lucknow based Bhartiya Shiksha Parishad submitted by Goa’s Deputy Speaker Isidore Fernandes’s son Raymond Filipe Fernandes for the post of Awal Karkun (AK) is from a fake University.

The North Goa Collector had last month asked the Registrar of the Goa University to verify Raymond Fernandes’s degree and computer course certificates to see if they were genuine and had also sought to know whether the computer course certificates can be considered as a Diploma Course.

The Registrar of the Goa University in his reply has drawn the North Goa Collector’s attention that the University Grants Commission by a notification dated 30th June 2016 had notified the list of fake universities which includes the Lucknow based Bhartiya Shiksha Parishad. The Registrar has also sent the Collector copy of the judgment of the Madras High Court delivered on 22nd September 2017 and that of the Calcutta High Court pronounced on June 19th 2018 holding that the Bhartiya Shiksha Parishad was a fake University.  As far as the Computer certificates submitted by Raymond Fernandes, the Goa University has clarified that it has not granted any equivalence to the computer courses.

Adv. Aires Rodrigues in his complaint filed with the Chief Secretary on 25th February had demanded a thorough probe into the selection of Raymond Fernandes as Awal Karkun and had sought that the veracity besides authenticity of the certificates submitted by him be all looked into.

Drawing the attention that the essential qualification for the post of Awal Karkun was a degree from a recognized university and a Diploma in Computer of minimum six months duration also from a recognized institution, Adv. Rodrigues stated that Raymond Fernandes instead of producing a Diploma in Computers had submitted mere computer certificates of having done two courses of 32 and 36 hours at NIIT Panaji and another computer course of 120 hours at Hallmark Academy also in Panaji. Further stating that Raymond Fernandes did not meet the essential qualification of minimum six months duration in Computers, Adv. Rodrigues pointed out that both NIIT and Hallmark Academy have now closed down.

Raymond Fernandes in his application for the Awal Karkun’s post had stated that he had passed his Higher Secondary in 2004 from Lucknow based Bhartiya Shiksha Parishad and his BA in 2007 also from Bhartiya Shiksha Parishad. Raymond Fernandes was one of the 16 selected in January this year by the North Goa Collectorate for the post of Awak Karkun.
