Dona Paula: State’s main opposition party also represented before the Commission. Goa Congress Chief Girish Chodankar and Leader of Opposition Digambar Kamat demanded that the Finance Commission may consider releasing the grants meant to empower the local bodies to them, without routing them through the State treasury.

The Congress also said that  the implementation of the Central schemes in the state of Goa is most flawed and only on paper. This is because the conditions of the schemes are generally not applicable nor compatible with the conditions existent in the State.

“It may note that the State is borrowing on the pretext of incurring capital expenditure, but it appears that the borrowed funds are diverted to meet essential revenue expenditure. The State Finances need to be evaluated in a manner that sustain equitable growth and development,” the congress said.
