Prior notice required for no-trust vote on the floor of the House: Speaker

Panaji: Two days after Congress legislators met Goa governor Mridula Sinha requesting  her to summon special session of Goa legislative assembly to have a floor test,  Speaker Pramod Sawant has said that the trust vote needs prior notice, that too can be given after summoning of the session.

Sawant said that the notice for moving no trust motion should be served in advance after the session is summoned.

Quoting rule books of the assembl, he said that the session is summoned only at the advice of the state government and by taking Speaker into confidence. “Governor summons the session after taking the speaker and government into confidence,” he said.

Sawant said that the period between two sessions should not exceed six months and just one and half month back Goa assembly was session.

When asked whether special session will be summoned,  he said that that he will strictly go by rule book and precedents.

The speaker said that so far his office has not been appraised of any such crisis by any of the aggrieved party.

Congress party had petitioned Governor claiming that the Manohar Parrikar-led government do not have required majority on the floor of the House. Congress Legislative Party Leader Chandrakant Kavlekar said that his party has required number of MLAs with him to form the government.

The hectic political activities are witnessed in the State after the Chief Minister was admitted to All India Institute of Medical Sciences, Delhi last week.
