Panaji: As many as 248 Bulk Waste Generators (BWGs) have been identified in North Goa, but only 32 have registered on the Central Pollution Control Board’s (CPCB) centralised portal, officials said.
The issue was reviewed at the third meeting of the Special Cell (SWM), North Goa District, convened to assess compliance with the Supreme Court’s directions in Civil Appeal No. 6174/2023 and the implementation of the Solid Waste Management Rules, 2026.
The meeting was chaired by North Goa Collector and District Magistrate Ankit Yadav, who is also the Chairperson of the Special Cell, in the presence of Goa State Pollution Control Board (GSPCB) Member Secretary Dr. Geeta S. Nagvenkar.
Deputy Collectors/SDMs, Mamlatdars, BDOs, Deputy Directors of Panchayats and Tourism, and officials from the Urban Development Department, GSPCB and Police Department attended the meeting.
The meeting reviewed the ongoing identification and registration of BWGs in North Goa. Of the 248 identified, only 32 have so far registered on the CPCB centralised portal.
In accordance with the latest Supreme Court directions dated August 18, 2026, local bodies were directed to strictly enforce the registration of BWGs and clearly communicate the consequences of non-compliance, including the temporary disconnection of electricity and water supply wherever applicable under the prescribed legal framework.
To strengthen public participation and awareness, local authorities, through the Directorate of Municipal Administration (DMA) and Directorate of Panchayats (DoP), were directed to place matters related to the Solid Waste Management Rules before upcoming Gram Sabha and Municipal Council meetings.
The Directorate of Education was also directed to incorporate awareness and knowledge of the Solid Waste Management Rules, 2026, into school education and curriculum-related initiatives.
The Special Cell also reviewed fortnightly inspection reports and complaints received from various areas.
Taluka-level teams were directed to strictly adhere to prescribed inspection schedules and submit only geotagged photographic evidence as part of future inspection reports.
The Special Cell emphasised the need for coordinated and sustained action by all concerned departments and local authorities to ensure the implementation of the Solid Waste Management Rules, 2026, and compliance with the Supreme Court’s directions across North Goa.
