Goa Deputy Speaker Isidore Fernandes’s son slapped with a show cause notice

Raymond Filipe Fernandes, the now beleaguered and very controversial son of   Goa’s Deputy Speaker Isidore Fernandes has been served a show cause notice by the North Goa Collector as to why no action should be taken against him for submitting forged and fabricated documents claiming that he had a BA degree while applying for the post of Awal Karkun at the North Goa Collectorate. Raymond has been given three days to respond.

On 27th May from the list of those 16 who were selected in January this year for the post of Awal Karkun, Raymond was left out while the other 15 were allowed to join work.

Adv. Aires Rodrigues on March 16th had urged the North Goa Collector Mrs. R.Menaka seeking that an F.I.R be filed at the Panaji Police Station against Raymond Fernandes for having submitted a fake BA degree along with his application for the post of Awal Karkun.

Drawing the Collector’s attention that the degree certificate from Lucknow based Bhartiya Shiksha Parishad submitted by Raymond Fernandes was knowing very well that it was forged and fabricated, Adv. Rodrigues had drawn the attention of the Collector that in terms of Section 471 of the Indian Penal Code it was a cognizable offence for whoever fraudulently or dishonestly used as genuine any document which he knew was a forged document.

Adv. Rodrigues also stated that stringent action in this matter would send a strong and deterrent message to those venturing to hoodwink the authorities by submitting forged and fabricated educational documents.

Further pointing out that Raymond Fernandes did not meet the essential qualification of minimum six months duration in Computers, Adv. Rodrigues also sought that the Collector should take stringent action against those officials responsible for not discarding the application of Raymond Fernandes at the very scrutiny stage.

Following Adv. Aires Rodrigues’s complaint the Chief Secretary had sought a thorough probe into the selection and the North Goa Collector had asked the Registrar of Goa University to verify whether the degree submitted by Raymond Fernandes was genuine while the whole selection process was kept on hold.

The Registrar of the Goa University in his reply informed the North Goa Collector that the BA degree from the Lucknow based Bhartiya Shiksha Parishad submitted by Raymond Fernandes for the post of Awal Karkun was from a fake University.

The Registrar of the Goa University also drew the attention of the Collector that the University Grants Commission by a notification dated 30th June 2016 had notified the list of fake universities which included the Lucknow based Bhartiya Shiksha Parishad. The Registrar also sent the Collector a copy of the judgment of the Madras High Court delivered on 22nd September 2017 and that of the Calcutta High Court pronounced on June 19th 2018 holding that the Bhartiya Shiksha Parishad was a fake University.

  1. Kudos to Aires, Parimal and team. Such scoundrels and their cheating father should be publicly named and shamed. Why no action against Isidore for attempting such blatant forgery?
