Serula Comunidade Land Allocation Fully Compliant, Allegation Misleading

Panaji, September 12, 2025: Communidade of serula have stated that, all actions related to the allocation and development of the institutional plot alloted to Porvorim Yuva Welfare Trust have been carried out in full compliance with applicable laws and procedures. Communidade refuted all charges levelled against them and stated that allegations regarding the allotment process of land to Porvorim Yuva Welfare Trust are entirely baseless and misleading.

President of Serula Communidade Ashley lobo along with Attorney Peter Martins, Treasurer Govindraj Tanawde & Substitute President Alex Periera in a press conference clarified about the allotment process duly carried out in accordance with communidade code. He said that, the plot in question, measuring 6,200 square metres in Survey No. 179/1 at Penha de Franca, belongs to the Comunidade of Serula and was processed through proper legal and administrative channels. The General Body of the Comunidade of Serula met on 6 August 2023 and passed a resolution marking the land for institutional use. Following this, the Managing Committee reviewed the resolution and sent a formal request on 13 September 2023 to the Administrator of Comunidades to publish the details for public consideration, he said further.

Lobo mentioned that in accordance with the prescribed process, Rule 12 notification was issued on 3 October 2024, inviting applications in a transparent and lawful manner. After scrutiny, only one application was received, and the file was processed. Article 330 was formed on 1 November 2024, after addressing objections raised during the process. These objections were heard and duly disposed of before the file was forwarded to the General Body for final approval. Every step of this process has been conducted in strict adherence to the Revenue Department Act, 2017 and approved by the Town and Country Planning (TCP) department, he added further.

Serula communidade committee was replying to the false allegations made by the All India Trinamool Congress (AITC). There has been no violation of any rule or law, nor any irregularity in the allocation of this plot, lobo stated. Attempts to link any politician to wrongdoing are baseless and appear to be politically motivated efforts, to mislead the public, lobo said. The allocation process undertaken by the Comunidade of Serula, in consultation with relevant authorities, followed due process and was properly documented, he stressed.
