Panaji CJM directs Panaji police to expendite probe in 2008 cheating case against former Goa bureaucrat R.P Pal

Panaji Chief Judicial Magistrate (CJM) Ram Prabhudesai today directed the Panaji Police to submit by January 17th next year its further investigation report in the cheating and misappropriation case that was registered in 2008 against the then Goa’s Urban Development Secretary RP Pal on a complaint filed by Adv. Aires Rodrigues.

The Panaji Police today sought time to investigate the case as the accused retired bureaucrat R.P.Pal could not come for investigation as he was recovering from a severe COVID infection which was strongly refuted by Adv. Rodrigues.

The Panaji Police in 2015 while seeking to close the case had stated that the complaint against RP Pal and is wife Putul was true but claimed that there was no evidence against the duo.

The Panaji Police acting on a complaint filed by Adv. Aires Rodrigues had on 1st September 2008 registered an F.I.R against RP Pal and his wife Putul under Sections 420, 406, 468, 120 (B) read with Section 34 of the Indian Penal Code for conspiring to dishonestly misappropriate and cheat the Corporation of the City of Panaji.

Adv. Rodrigues in his complaint had stated that Rs.147 per day was being illegally paid by CCP to Putul Pal, wife of the then Urban Development Secretary R.P Pal.

Adv. Rodrigues also stated that the amount was being paid to her as a daily wage sweeper under a fake name of Rakeshwari Hannur while the cashier of the CCP was handing over the money periodically to Putul Pal and her thumb impression was being obtained on the receipts.

Adv. Rodrigues had also alleged that with criminal intent the amount was being paid to Putul Pal at the instance of her husband R.P.Pal who was the Urban Development Secretary.

Adv. Aires Rodrigues had further alleged that RP Pal and Putul Pal were fraudulently also drawing from the Secretariat funds the salary of a non existent NMR (Non Muster Roll) worker in the fake name of Mayarani Sharma.

Alleging that no person by the name of Mayarani Sharma was working at the residence of R.P Pal, Adv. Rodrigues in his complaint had stated that the servant working there was Rekha Kambli, whose wages were paid by the Provedoria department.

Adv. Rodrigues had further alleged that the arrangement of receiving the amount fraudulently in the name of Mayarani Sharma from the cashier at Porvorim Secretariat was allegedly done at the instance of R.P Pal while the thumb impression on the receipts was that of Putul Pal.

Incidentally a week after the F.I.R was registered, R.P Pal was elevated to the Indian Administrative Service (IAS) and posted at Lakshadweep. R.P.Pal was later transferred to Pondicherry where he has now settled after his retirement.
