Panaji: The smaller universities would be separated from their bigger counterparts as far as their ranking process is concerned, Union HRD Minister Prakash Javadekar announced on Saturday.
Javadekar also said that the education system in the country which has implemented the system of no examination till 8th standard will enforce outcome based learning modules in the primary education so as to map the learning process of each of the student.
The minister was addressing Goa University’s Convocation at Panaji on Saturday. Goa Governor Mridula Sinha, who is also Chancellor of Goa University, was present for the function.
Referring to the suggestion of segregating the smaller universities from their bigger counterparts, Javadekar said that there would be separate ranking for smaller universities in future.
He said that Modi-led government during last four years have been trying to give proper direction to the Educational System in the country.
“ We have been trying for last four years to give proper direction to education. Raghuram Rajan and twelve economists have given 40 page paper on critical analysis of Indian economy. In that paper, the importance of Education has also been stressed,” he said addressing the students after giving the degrees.
The minister said that the Education should not be just “input led” but also “outcome based.”
“Only the kind of infrastructure that is available in educational institution is not important but what is critical is that how much is the outcome,” he said.
Javadekar said that the students are the barometer of the outcome of the Educational Institutes.
“We can judge it by sensing whether the students, who are passed out think only of themselves or whether they think of society also. Whether they are good citizens and whether they are inculcating the values to make society more good,”he added.
Referring to the Right to Education and system of not holding examinations till 8th standard, Javadekar said “we need to check whether we are providing outcome based education right from the primary level.”
“We have seen that the examinations are cancelled till 8th. Such a system might spoil the education, that is why we created learning outcome, which lists what should be learnt by the students in each standard,” the minister said.
“It would be monitored whether the learning outcome of each of the student is completed or not. That is the basis of our education,” he said adding that Quality, research and innovation is being given priority in the field of education.
Pointing out that out of 10,000 graduates who were given certificates on Saturday, 52 per cent are girls, the minister said that the essence of Beti Bachao, Beti Padhao lies in such phenomenon.
