Redevelopment of Colva under Swadesh Darshan 2.0 to blend tourism growth with local needs

Panaji, Sept 16, 2025: Minister for Tourism Rohan A. Khaunte chaired a meeting with shop owners at Colva Beach to deliberate on the proposed developments under the first phase of the Swadesh Darshan 2.0 (Coastal Circuit) project.

While addressing the media after the meeting, the Minister observed that Colva continues to be one of the most sought-after destinations in South Goa, attracting both domestic and international tourists year after year. He noted that the current structures, including the shopping area and other facilities, are in a dilapidated condition and require urgent restructuring to enhance the overall visitor experience.

Khaunte informed that a comprehensive masterplan has been prepared for Colva, featuring better amenities and upgraded infrastructure. To avoid inconvenience to shop owners during the construction phase, temporary arrangements will be put in place. The existing shopkeepers will be relocated to specially designed containers until the redevelopment is completed.

Speaking about the initiative, Khaunte said, The Government is committed to upgrading Colva with better infrastructure and facilities while ensuring that the interests of local stakeholders are protected. The relocation is a temporary step, and once the redevelopment is complete, amenities will be restored in a manner that supports both visitors and shop owners. These shopkeepers have spent half of their lives here, and it is our duty to provide them with better amenities and an improved environment.

The meeting was attended by MLA Venzy Viegas, Managing Director of GTDC Kuldeep Arolkar, Deputy Director of the Department of Tourism Diksha Tari, representatives of the Colva Panchayat, and other officials of the Department of Tourism.

The first phase of the Swadesh Darshan 2.0 project at Colva Beach will include the development of an Arrival Avenue, a pedestrian bridge, redevelopment of the shopping and food plaza, a tourist security block with CCTV surveillance, infrastructure upgrades, improved signage and street furniture, and other modern amenities.

The interaction reflected the government’s inclusive approach by engaging directly with shop owners and local stakeholders in shaping the redevelopment of one of Goa’s most popular tourist destinations.
