Colva, March 17, 2026: A serious environmental concern has emerged from South Goa, where alleged illegal road construction at Sernabatim, Colva, has triggered strong reactions following claims that protected sand dunes were destroyed in violation of court directives.
According to reports, the construction activity took place at Survey Nos. 14/1 and 14/2 under the jurisdiction of the Colva Village Panchayat. The survey plan had earlier identified the site as an existing sand dune, raising questions over how such work was permitted.
Social worker Warren Alemao has lodged a complaint with the Deputy Director of Panchayat on March 17, seeking immediate intervention.
In his statement, Alemao condemned the construction, alleging that it was carried out despite the matter being sub judice. He stated that sand dunes fall under ecologically sensitive CRZ-I zones, where any form of construction or disturbance is prohibited under environmental laws.
He questioned the role of local authorities, including the Colva Panchayat and the Block Development Office, over permissions or resolutions granted in a matter pending before the court.
Alemao has demanded an immediate site inspection, a detailed inquiry into the actions of officials involved, and strict legal action under the Goa Panchayat Raj Act and relevant environmental regulations. He also called for urgent restoration of the damaged sand dune ecosystem.
Highlighting the ecological importance of sand dunes, he said they act as natural barriers against coastal erosion and climate impacts, warning that their destruction poses long-term risks to the region.
He further cautioned that if action is not taken, he will approach the National Green Tribunal and the Bombay High Court at Goa seeking accountability.
The incident has raised broader concerns about environmental governance and enforcement in Goa’s coastal areas. Authorities are yet to issue an official response.
