Panaji, Goa — March 25, 2026 — The Department of Tourism, Government of Goa, has issued an immediate temporary suspension of the license for Shack No. 16 at Calangute Umtavaddo beach stretch following a violent physical assault on tourists from Bangalore.
The action follows a report from the Tourist Police Unit detailing an incident on March 24, 2026, where shack employees engaged in unprovoked aggression against visitors. According to official reports, the staff used iron rods and sharp objects to attack tourists, causing grievous injuries and creating widespread panic in the crowded public area.
Investigations revealed that the management of the shack, including individuals identified as Stanley Coutinho and Rohit, participated directly in the assault. Both individuals are noted by law enforcement as habitual offenders with prior criminal records at the Calangute Police Station.
Rohan A. Khaunte, Minister for Tourism, Government of Goa, strongly condemned the incident and said such actions should not happen in Goa. He stated that Goa believes in “Atithi Devo Bhava” and that this kind of behaviour goes against that principle. He added that police have already taken action, strict measures will be enforced, and the government will ensure such incidents are not repeated.
“Such conduct is a grave violation of the Goa State Shack Policy and the Goa Tourist Places Protection and Maintenance Act,” stated Kedar Naik, Director of Tourism. “The use of weapons in a prominent international tourist destination like Calangute is unacceptable and severely tarnishes Goa’s reputation as a safe and welcoming destination.”
The Department has summoned the licensee, Francisco Rosario, for a formal hearing on March 30, 2026. The state maintains a zero-tolerance policy toward activities that constitute a public nuisance or endanger the lives of tourists. Further penalties, including permanent cancellation of the license and forfeiture of security deposits, remain under consideration.
The Government of Goa remains committed to ensuring the safety of all visitors and will continue to take stringent action against any operators who compromise the state’s tourism standards.
