Goa Emerges as National Leader in Service Delivery Reforms: Governor

Panaji: Governor P. Ashok Gajapathi Raju, addressing the State-level Republic Day function on Monday, said that the coastal state has emerged as a national leader in service delivery reforms and innovations.

In his address, the Governor said that the economy of Goa continues to demonstrate resilient and positive growth. “Substantial progress has been achieved in the ease of doing business. MSME expansion, industry facilitation, and regulatory mechanisms are in place,” he said.

Raju said that major investments are being mobilised in the state, due to which employment opportunities are expanding.
“Goa has emerged as a national leader in service delivery reforms and innovation,” he commented.

The Governor said that unprecedented investments have been made in infrastructure such as roads, bridges, water supply, sewerage systems, power networks, renewable energy, urban regeneration services, and public institutions.

He said that these projects are enhancing the quality of life of the people, strengthening economic competitiveness, and preparing Goa for the needs of future generations.

Referring to the historic Mhaje Ghar scheme launched in August last year by Union Home Minister Amit Shah, the Governor said that the scheme aims to resolve issues related to houses built in the state before 1972 and other long-standing dwellings across various land categories.

He said that the regularisation measures have provided legal certainty and emotional relief to thousands of families in the state.

The Governor said that initiatives like the Mhaje Ghar scheme launched by the State government present a compassionate and pragmatic approach to governance rooted in social justice and the empowerment of rural communities.

At the heart of this progress lies inclusive development through self-help groups, rural livelihood missions, entrepreneurship initiatives, skill development programmes, and targeted financial inclusion measures, he said.

The Governor stated that women are increasingly emerging as economic contributors in the state.

He said that entrepreneurship and community leadership are being strengthened through contemporary skills acquired via modernised Industrial Training Institute (ITI)–industry collaboration, artificial intelligence training, and vocational pathways.

“These efforts are laying the foundation for a resilient skill ecosystem and future,” he commented.

The Governor inspected the parade before unfurling the National Flag to mark Republic Day. Several dignitaries, including Chief Minister Dr Pramod Sawant and Union Minister of State for Power and Renewable Energy Shripad Naik, were present on the occasion.
