The North Goa Collector has asked the Registrar of the Goa University to also verify the computer certificates besides the BA degree from Lucknow based Bhartiya Shiksha Parishad submitted by Mr. Raymond Filipe Fernandes son of Goa’s Deputy Speaker Isidore Fernandes who last month was one of the 16 selected for the post of Awal Karkun (AK) by the North Goa Collectorate.
Adv. Aires Rodrigues in a complaint filed with the Chief Secretary on 25th February had demanded a thorough probe into the selection of Raymond Fernandes and had sought that the veracity and authenticity of the certificates submitted by him be all looked into.
Drawing the University’s attention that the essential qualification for the post of Awal Karkun is a degree from a recognized university and a Diploma in Computer of minimum six months duration also from a recognized institution, the Collector has informed the University that Raymond Fernandes instead of producing a Diploma in Computers had submitted computer certificates of having done two courses of 32 and 36 hours at NIIT Panaji and another computer course of 120 hours at Hallmark Academy also in Panaji. Interestingly Raymond Fernandes did not meet the essential qualification of minimum six months duration in Computers. Both NIIT and Hallmark Academy have now closed down.
The Collector while seeking that the Goa University verify the Degree and computer course certificates to see if they are genuine has also sought to know whether the computer course certificates can be considered as a Diploma Course.
The University Grants Commission (UGC) in its list of fake universities has publicly notified that the Bhartiya Shiksha Parishad in Lucknow is unrecognized and functioning in violation of Section 2(f) and Section 3 of the UGC Act 1956.
