Aires Rodrigues files complaint with Lokayukta against Pandurang Madkaikar

Panaji:  Adv. Aires Rodrigues has today filed a complaint with the Goa Lokayukta against Power Minister Pandurang Madkaikar Panchayat seeking a probe into his huge disproportionate assets.

In the complaint filed under Section 11 of the Goa Lokayukta Act, Adv. Rodrigues has drawn the attention of the Lokayukta that Pandurang Madkaikar’s Nikitasha Realtors Pvt Ltd had on 1st April this year inaugurated a huge palacial bungalow in survey No 144/2 next to the Basilica of Bom Jesus at Old Goa estimated to have cost around a whopping 200 crores.

Adv. Rodrigues along with his complaint has given the Lokayukta photographs of the bungalow and a copy of the Affidavit of assets filed by Pandurang Madkaikar on 13th January 2017 along with his nomination papers at the 2017 Assembly Elections.

Adv. Rodrigues has in his complaint pointed out that in his Income-tax returns for the financial year 2015-16 Pandurang Madkaikar had shown his total income for the year as a mere Rs 1, 44,389 and that of his wife Janita, a paltry sum of  Rs 24,389.

Adv. Rodrigues has in his complaint stated that amongst his other liabilities and dues Pandurang Madkaikar had shown a Personal loan of 10 lakhs he had taken from Shiv Samarth Motors owned by Revenue Minister Rohan Khaunte and another Personal loan of 5 lakhs obtained from his brother Dhaku Madkaikar.

Adv. Rodrigues has further stated that amongst Janita Madkaikar’s other liabilities and dues, was a Personal loan of 10 lakhs she had obtained from Rajesh Khaunte the brother of Rohan Khaunte and another Personal loan of Rs 6, 24, 361 she got from her husband Pandurang Madkaikar.

Stating that a perusal of the Affidavit of assets and liabilities filed by Pandurang Madkaikar clearly reveals that the construction of this new palacial bungalow at Old Goa was  clearly disproportionate to his known source of income,  Adv. Rodrigues has also drawn the attention of the Lokayukta that Pandurang Madkaikar had in his  affidavit shown that he owned only one residential building  at Old Goa  in Survey No. 143/1 with the plot admeasuring 875 sq mts and the total built-up area 580.7 sq mts  valued at Rs. 69,68,400.

Adv. Rodrigues has also drawn the attention of the Lokayukta that on 9th May 2018 he had lodged a complaint with the Anti- Corruption Branch (ACB) against Pandurang Madkaikar but that despite over a month having elapsed the ACB had been dragging its feet just because Pandurang Madkaikar is a very powerful politician and a Minister in the Goa Cabinet.

Stating that it was very evident that Pandurang Madkaikar during the period of his office as a public functionary has been in possession of pecuniary resources and property disproportionate to his known sources of income, Adv. Rodrigues has in the complaint stated that Pandurang Madkaikar had committed corrupt act triable under the Lokayukta Act, 2012 as also under S. 13 of the Prevention of Corruption Act, 1988 as covered in Section 2 (e) & (f) of the Goa Lokayukta Act.

Urging the Lokayukta to seek the status from the ACB of the complaint filed by him against Pandurang Madkaikar, Adv. Rodrigues in his complaint has also sought that the Lokayukta  issue directions that action be taken against Pandurang Madkaikar for the disproportionate assets contrary to his known sources of income.
